How Is the Program Different?
The Connecticut Emissions Program uses auto repair shops, service
stations, and car dealers in the statewide network with trained inspectors
conducting emissions tests.
Repairs can be done in the same
test center where vehicles are tested, at a repair facility of your
choice or you can repair the vehicle yourself. However, to be eligible for a waiver your repairs must be
performed by a Certified Emissions Repair Facility.
Another change is that stickers will no longer be issued and the
dates on existing stickers are no longer valid for testing. You
can find your test date online, via
phone at 1-888-828-8399. In most cases, you will receive an official notification letter with a generous time period before your vehicle’s test date. If you recently purchased a used vehicle that was registered in Connecticut, you will not receive a notification letter. However, it is your obligation to have your vehicle tested within 30 days of its registration date with or without a notification letter. The program
also uses a registration enforcement system where non-compliant
vehicles cannot be registered and existing registrations will not
be renewed.
Emissions for vehicles that are 1995 and older will be measured
by inserting a sensor-probe in the tailpipe. Some vehicles will
be driven on a dynamometer, a treadmill-type simulator of real-world
driving conditions. For vehicles model year 1996 or newer, the Certified
Testing Inspectors will plug a scan tool into the vehicle's On-Board
Diagnostic (OBD) computer system to download data and determine
if emissions components are malfunctioning.
